55% of MTPL files, closed by amicable report
By the end of March, after the first nine months since the implementation of the amicable report, over 55% of the files opened on MTPL were based on this procedure. Thus, out of the total of over 294,000 cases of claims files related to motor third party liability policies, over 162,000 have been approved by the amicable report form.
The procedure, extremelly controversial among insurers, has quickly gained ground among the options of Romanian drivers to solve their car accidents. Furthermore, drivers may not use the amicable report unless there are two vehicles involved in the accident, there were no body injuries, both drivers agreed on what happened and they want to fill in the form.
A worrying aspect regarding the amicable report is that it amplifies the fraud attempts through staged accidents and through agreements between the drivers involved in a road accident. For now, the bonus-malus system, the only way of punishing those guilty for accidents, is not a sufficient argument to discourage a deal, because MTPL premiums are still quite small and the malus applies based on the number of events from the previous year, and not based on the value of the claim.
