Russian Government Rejects Bill on Compulsory Dwelling Insurance
The bill "On compulsory dwelling insurance" was withdrawn
from the State Duma of Russian Federation (RF), informed Galina KHOVANSKAYA,
Member of the Duma's committee on building and land estate, speaking
to the radio station "Echo of Moscow" on October 23rd.
According to Prime-TASS, the bill quickly produced negative reaction
by most deputies. "Insurance is good when it's voluntary.
People have to understand that if you are a proprietor, the only person
who answers for everything is you", said KHOVANSKAYA.
On October 17, the bill "On compulsory dwelling insurance" was
submitted to the State Duma by the group of deputies sitting for United
Russia and Just Russia, including Vera LEKAREVA, Member of the committee
for budget and taxation, and Anatoliy IVANOV, Member of the committee
for labour and social policy. All information about the bill is available

According to the draft law,
owners of private premises will be obliged to insure living accommodations
they own in favor of persons living there on the permanent or temporal
basis, whose life, health or property may be caused damage in the process
of private premises' usage. The bill sets the maximum insured
sum per insurance loss at RUR 160,000 (EUR 4,400). Draftsmen hold the
adoption of the bill as necessary as the improper maintenance of gas
devices in dwelling houses often results in accidents causing death
of people and destruction of living accommodations.
